PacificCoastDistributing.com Embroidery Machine Fraud

To Whom it May Concern,

Here's my story. I purchased a new Ricoma embroidery machine from PacificCoastDistributing.net in May of last year. When the machine arrived, I noticed a lot of scratches, paint splattered all over the electrical box, magic marker written on top of a new tool box, frayed power cords and rust on the cap attachment.
I contacted the distributor questioning whether the machine was used or new. He told that all machines are removed from the boxes and checked out prior to shipping out to customers. I mentioned all of the things listed above and told him that I had been sold a used machine. He agreed to refund $1000 and extend the warranty to 10 years. Over the next few weeks I had a hard time finally getting the software to run it and the set up package with thread, backing etc. I became fustrated and sent everything back at my expense. He said once the machine arrved he would send a refund. He did but, there weren't enough funds to cover the check he sent. A couple of weeks went by and he said to send the check through again and guess what, insufficient funds again.
I called the parent company in Miami Florida and since he's a distributor for their product, there's nothing they can do.inCREDIBLE! I have turned this over to a collection agency several months ago but, they are getting no where. I also filed a cunsumer fraud case with my state and they said since it was an isolated case, there was noting they could do. WOW! Someone commits fraud and there is nothing to be done. I've spent money on attorney fees for demand letters but, that didn't work either. I have a small home based business ans I don't have the cash flow to take the guy to court. Even if I did and won, I would still have to collect. I'm sending this hoping that someone will put it on the T.V. So that someone else thinking of going into the embroidery business will have a heads up. I have all emails stating the refund, pictures of the used machine, canceled checks etc.
I also received a call from a lady in New York that said she is having the same issues with another Ricoma distributor in Texas. Please help!
