I have two residential phone lines with SBC California. One is used for long distance intra and interstate calling. One is not. I asked that the interstate access charge of $4.49 per month be removed from the billing for one number as Iwould not be using that line for interstate calling. The SBC representative refused to delete the charge on the basis that this charge was mandated by the Federal Communications Commission. I can well understand that this may be true for those who call interstate, but I find it both unfair and illogical to charge this fee to someone who is not going to use interstate access. To do so is a ripoff. Please advise me if the FCC requires this charge regardless of want, need, or use. Thank you.
