Debited my account never received the seeds

Ordered seed from the perch store and they debited my account on Nov 4th—to this date I have not received my seed-I have e mailed them several times-called no answer to their phone-sent personal e mail had the bank try and contact them—sent e mail to address given on web site—think maybe this is a scam?
