Charges every 3 months for water, sewer without meters to monitor usage

I pay charges for water, sewer etc. If I dont pay my rental office sends late letters demanding payment. When I first moved here 11 yrs ago this did not exist. Its over$55.00 or more every 3 months. There are no meters monitoring water usage at all. It goes by apt size and square feet and how many ppl are in the apartment. Thats ridiculous!!! My neighboors have a smaller apt then I and pay the same amt or sometimes more. I know Im being ripped off but I cant afford to move now. I cant afford arguing with the rental office mgmt anymore due to my physical disabilities, so I pay this fictious water bill created by my management company who ownes these complexes.
