This company is perpetrating a simple scam: they send merchandise (hosiery) as "free samples", and require you to reply if you want no more of their merchandise. If you ignore the sample, then more merchandise starts arriving, unwanted and unrequested.
Then they bill you for the merchandise that you didn't want, and they assume that you'll pay the bill just to make them cease their bills and threats. This "free sample, negative option" technique may not be illegal, but it is certainly deceptive and unethical.
