Refinance stuck in underwriting since July with document demands

I started refinancing in March for a lower interest rate and was told this process would take no more than two months. It's October, and I have been in Underwriters since July, going back and forth with CitiMortgage requesting so many additional documents that it's become apparent they never intended to put this through.

I know I qualify and further know CitiMortgage is running a scam on hard working Americans like myself. Something should and has to be done to stop them from getting away with this scam. The quicker the better!
