North American Auto Market Private Vehicle Exchange aka North American Auto Market = COMPLETE SCAM!

Private Vehicle Exchange (aka North American Auto Market) is a complete scam. They took $399 with the promise of a "guaranteed sale" as they had buyers "pre-approved" for my car. It sounded too good to be true, but at the time there were no complaints or comments online (I checked). They also claimed to have a clean record with the BBB (not true).
Darren Hartman was the name the person I talked to used. I've also had extensive conversation via email with "Donald" from customer care... They're all about how they can't refund my money because it "hasn't been approved" by management. They won't give out their address, and it appears nowhere on their site (should have been a clue).
I even waited the full term of our "contract" to get my money back gaurantee - they said I had to get a copy of my vehicle registration notarized (more $). I did, they still refused to refund my money.
I filed a claim with the BBB which they did not respond to, and the BBB closed the case file saying it was up to the business to choose to participate (no help).
I was advised by the BBB that "previous concerns with auto brokers like North American Auto Market have been investigated by both Business Practices & Consumer Protection Authority (BPCPA) and Competition Authority. You may wish to contact these organizations to report your experience." Here are their addresses:

What I did find out through the BBB is Private Vehicle Exchange's address, which is:
270 - 9600 Cameron Street, Burnaby, BC V3J 7N3
I will be stopping by next time I'm in BC to have a face-to-face with whoever happens to be there that day...
I wish there had been some reports like this online when I was looking - hopefully this will save someone the hassle of dealing with this company. It's hard to understand why companies like this can't be shut down, and why law enforcement and consumer agencies are so powerless to stop them from preying on an innocent public.
