Unauthorized Charge On NEW Check Unused Check Card Unauthorized charge on a brand new, unused check card Oklahoma City, Oklahoma

My husband was sent a brand new check card from his bank. He activated it on July 1. We went to the bank and they have an identification system where you swipe your card and it brings up your information on their computer. We withdrew money for groceries and he hasn't used his card at all, except the swipe at the bank. Today, while looking at his bank account to check the balance, I noticed a charge for $29.00 from TWX Magazine NYUS.

How were they able to charge his account when it's a brand new card and he hasn't used it anywhere except at the bank?
