Defac worker is keeping cases open in order to keep State funding coming in. Whom do I call or report this to?

Convinced (proof) that a certain defacs worker is knowingly keeping our case open in order to keep state funding coming in;also stated by her co-employee.

Whom do I report this to? Whom do I call, if just to review court transcripts?
This is big and I'm willing to pay. This is "HAZZARD COUNTY" they make the law up as they go... Help.
