Dean Robertson of All Phases Painting, advertised in Boone, NC and surrounding area Yellow Pages, was contracted to paint the outside concrete block of our house. He was to chip off all peeling and loose paint, smooth all cracks and holes with concrete, and apply a thick coat of elastomeric paint. He claimed that this paint is the equivalent of 3 to 4 coats of paint, and that it would last for decades. We signed a contract and he said that he would be able to start the following week. I asked him to let me know what day he would be coming. However, he showed up while we were at work without notice to complete the work - suspiciously quickly - on a day which we would not have agreed to due to the forecast of rain. He applied an extremely thin coat of the paint on top of very shoddy application of concrete patch, which had a grainy, sloppy appearance, and that was not fully dry. As I arrived home, it was already drizzling and he was running a hair dryer to some parts that were already showing water dripping. He swore that the elastomeric paint is so thick (he said it's as thick as peanut butter) that the rain would do nothing to it. He said that I could scrape my key across it the next morning and it would be a hard dry shell. He said the work was done and that he needed full payment immediately. I repeatedly voiced my concern about the rain, which was increasing, but he said it was fine, and that he stands by his work and has an impeccable reputation. He was paid in cash. The next morning, it was clear that a large portion of the paint washed off, and even the parts which were out of reach of rain were not dry, and were spread paper thin. Also, some of the concrete patching was washed out as well. We have been trying for over 4 months to get him to fix the problem. He has repeatedly promised to come and fix it, but said it would only take 1-2 gallons to cover the washed off areas - which is absurd. I explained that there are no areas that he painted that are thicker than a sheet of paper and that he needed to apply the proper amount of paint that he promised. He said he would come out - three weeks ago. We called him again tonight. After he answered, I identified myself and he hung up the phone on me. I called twice more and left a message that we no longer want him to come back and repaint, because I simply cannot trust his work. I asked him to think about what would be an appropriate refund amount of the total paid. I think a full refund is the right thing to do considering the outside now has to be sandblasted and redone correctly.
