My credit card (HSBC) egregiously and without cause lowered my credit limit by about 87%, causing me to be "over limit, " so when I tried to use paypal, the transaction didn't work because they said there was a problem with the card.
I tried twice, since I felt there was no way there could be a problem with my card. Thought maybe they just couldn't validate it in that moment.
Neither transaction was successful, yet paypal has now charged me for both of them.
It takes forever to find out how to contact them (paypal), and I've not heard back in the time they said they'd reply.
