Unrequested videos sent mail fraud fraudent billing

Reader's Digest sent my grandmother two videos in the mail which she did not order. These were chidren's videos from their "Young Families" series. She and I have never ordered from Reader's Digest Young Families, nor did we ever set up an account with them, nor did we ever request information from Reader's Digest Young Families. Their hard-core marketing tactics also consisted of (on the same piece of paper as the invoice) naming my grandmother a potential "Customer of the Month" and invited her to enter a sweepstakes for $21,000.

They invoiced us a for $20.50, but gave us the option of sending back the videos.

I called their 800 number, and they did remove the charges. They asked me to return the videos, which I refused to do (a mail recipient is under no legal obligation to return unsolicited items purposefully sent to the addressee). The polite customer support person said that I "may" send back the videos.

I appreciate the courteous and professional way in which Reader's Digest canceled the charges, but I am APPALLED that they engage in deceptive marketing that may constitute mail fraud.
