On 12/23, approximately 8:20 P.M. I came to the 8085 Budding Branch Road, Apt T-4 to take my grand children to stay with their other grandmother who resides at the above mentioned address. I was new to the area when I arrived I circled the apartment complex twice looking for parking and there wasn't any parking. I had three of my grand kids a five month old baby, one 5 year old and a 3 year old and their luggage. I parked by the yellow line and put on my emergency flashers, because I had to carry the baby and the kid into the apartment; it was freezing outside. I took the kids in and returned immediately to get their belongings and said goodbye, I returned to my car I was as close as to the point of touching my vehicle when I noticed the tow truck with no lights on. I saw the driver look at me I started yelling to stop, he pulled away driving slowing I ran all the way down the street yelling and screaming to the point of disturbing the neighbors, the driver came to a stop sign and stopped I was still in pursuit but he ignored me and wouldn't adhere to me. I was away from the vehicle no longer than ten minutes. I called the police an officer came to the apartment but was unable to tell me where my vehicles was towed, the officer explained there is a number near the rental office but it was dark and I didn't see the number. The next day I located my vehicle and I went to the place; I spoke with Buddy the owner, I explained to him about the events, and I told him I had 3 kids on board and it was brutal cold conditions and no place to park he wanted argue the fact that the car was there for given amount of time when in fact I have witnesses about how long I was there and the apartment I went to was on the first floor. I asked that he give me a break because the cost was $325.00 I told him I didn't have the money it was Christmas the day before Christmas Eve. He would only take off $50.00. I said Mister I appreciate that and I'm not asking for free services, but my God that's still a lot of money this time of the year and then his attitude changed and I was in tears pleading for him to come down some more and he said pay this amount or the car stays and each day it's here it's a $25.00 storage fee and I almost ready to take back the $50.00 discount. I became upset and told him to keep the car but I returned because I need transportation for work. I asked it he could take a check he said cash only, I had to borrow the money, I returned with the cash then he says if you don't have the registration I won't release the vehicle, I said oh you really are playing hard ball he said it just standard procedure, I said it should be in the vehicle. The other gentleman went to look and returned with the registration. I paid him he gave me a receipt and I signed it. I told him that your driver saw me and he heard me it was unfair to have me running after him in the cold. Buddy admitted that I was on there camera. I told his driver had to have seen me and the children getting out of the vehicle because it was only a few minutes before I returned to the car and Buddy asked me what color was the truck I said I couldn't see the color because the driver didn't have any lights on the truck, that's another indication he was trying to sneak the vehicle away and I know this is a racket and I'm sure I'm not the first person who had this experience. Also my purse was in the vehicle when it was towed, I left it on purpose because I came back to the vehicle after I dropped that kids off and returned a second time to get their belongings. Buddy the owner was belligerent and uncaring. I asked him what is the procedure when people are moving into the apartment and illegally parked do you tow them away, he said yes I do, I said you are lying and I will taking legal actions against and I will own your company you have messed with the wrong person this time. Truthfully I'm only seeking a refund because the driver could have stopped as I stated I was so close to my car I could have touched it the driver turned looked at me and pulled off, I believe he was taunting me by driving very slowly down the street as I proceeded to run and yell for him to stop.By his bosses admission they have me on camera, but I'm sure you will never see that picture; however my sister was with me during this ordeal. Any assistance will be appreciated. Thanks/Phyllis Collins - 410-626-1800 w or 410 6873651
