This is the 2nd effort to extort money from me, to pay for delivery of a notice for a supposed Lottery Winning of $800,000, 000. The first notice asked that I send money to a bank to open a special account that my winnings would be deposited into.
I replied that I would be willing to pay C.O.D. For any package. The reply was that they do not do C.O.D., and in order to get the winnings, I would have to send $250 USD to:
