I am approved for 10k credit limit with a $37 membership fee. $37 is fully refundable with my first purchase using my 10k credit limit

Some three months before I received a software from Marriage Employees Credit Providers stating that I'm competent for $10,000 borrowing limit having a $37.00 membership price. I delivered the stated software such as the account charge but sadly i havent acquired any card however.
I'm under workmans compensation because of my back damage and simply attempting to endure. This $10,000 borrowing limit can help me a great deal however it appears that I dropped $37.00 instead.
Do I've any opportunity in obtaining back my cash? If yes please someone help me since this $37 can help me a great deal.
