Scamed $200.00 from my account, using my debit card

On November 28 I stopped at the Chevron Station for gas. The card reader on the pump was not working, so I went inside to place my order for $20.00 in gas. The attendant took a while with my card (longer than normal)
so I ask him if there was something wrong with my card, and heanswered no.

However, he continued to swipe my card until I just told him to give me my card and I wll get my gas somewhere else.

So I never got any gas or anything from that station. I went to a nearby Shell Station and purchased my gas. Two days later I see on my account, a debit with no pin in the amount of $200.00. I called my bank to report it,
thinking it went through like that because his machine was not working properly. The bank replaced the money pending investigation, but two months later they took it back because I could not come up with a reciept. I did not get any gas or anything else, and besides my vehicle wouldn't hold $200.00 worth of fuel anyway. I went to the Police, and was told to contact the owner or the manager. That did not work, I'm told "oh he is in and out"

I need to know what I should do next.
