Do I have to pay for the waiver fee an clu

I an currently a RAC customer and don't have a real complaint about the merchandise or service. My problem is with the waiver fee and 'club' fee. Are these fees that you have to pay? I asked the manager and he told me that both of these are fees that are required.
Is this correct? I feel that they are both money wasted and totaling about $20 a week.
