Did not fill order even though credit card was debited St. Maarten, Virgin Islands

I placed an order with this company on August 3
2006 and only received part of the order. All of my emails to them are answered by an automated response.
My continued requests for a refund have been ignored. Also, links to their website have been deleted.
I have asked for a refund of 136.50 thus far to no avail.
