Ripoff miss representation of contract

I used cingular for more than four years. Loyal, faithfull, consumer. Ordered ungrade service with a new phone, using the family plan. Was required to use a new contract, obligated again for two years with a purchase of a new additional phone.

Unlimited, long distance, mobile to mobile, no roam. Family plan. I just paid a two hundred dollar bill to activate all service's.

Never in the history was I informed that I was out of the cingular network area. After using the new contract service for two and half months, it was decided by the company that I was using to much air time that required use of other carrier's towers. (Roam) Therefore, cingular reports they are losing money on my contract, because they have to pay extra for the useage of other carrier's towers.

My phone, along with my wife's phone, was placed on the "off network" area. This explains that if we continue to use to much air time on the contract we are paying for, they will disconnect, and charge us for breech of contract, and bill us a $250.00 fee for early cancellation. We were also informed, with full contract payment, that we could only use forty percent of our total air time purchase. Therefore, again, we are paying for air time we can't use. How can they lose money?
At this point, they offered to let us out of the contract if we want to move to another carrier. We are even afraid to call each other for fear of going over our forty percent allotment of our total package.
Cingular informs us, at this point, they can't tell us what percentage our usage is, or at what percentage we have used. Even a text message, which costs ten cents extra, goes againt our forty percent allotment of our one hundred percent paid contract.

In summation, we are paying for service we can't use. If we don't pay on our full contract amount, we are in breech.

Since we are fifty miles from the cingular area, (316 area code), and we are in the 620 area code, anyone in our area who is using cingular would apparently have the same problem that we have.

Therefore, if cingular was already aware of the fact that we were in a 620 area, outside the 316 area, then why would they have sold us the family plan contract in the first place. Which also would retro back to four plus years ago when I first singed up. No fee's were assessed then.

In addition, my last bill included an additional $86.00 which after calling customer service and inquiring the explantion, no explanation was found, and the bill was reduced. Were they trying to cover there extra costs, by padding my bill, and assuming I would pay it without question?

How many other consumers in my area is this happening to?
After complaining about all of this, I was told a letter of explanation will arrrive at my address. It did, two weeks later.
