Chase Wllmington Delaware $99 $1.25 fees changed for Southwest Rapid Rewards credit card that was never activated or used

Received statement showing a charge of $99.00 fee and $1.25 interest charge on a Southwest Rapid Rewards credit card by Chase.

I have never received the credit card, have never activated or used it and when I called I was told they will cancel the account, however, that they would not take the fees off.
