If you are trying to find a rental in Redding Ca, I urge you to steer clear of a company called RPM Real Property Management. The scheme is simple, charge you an atrocious amount of money for a move in deposit, and then when you move out steel the deposit from you by creating fake invoices and billing out work that you already did or did not need to be done. I am only writing this because you have a choice in Redding who you rent from, unfortunately I made the wrong one, but you don't have to. RPM or Real Property Management stole over $900 of my deposit. Out of $1395. They do this on a regular basis I have since learned from many other RPM former tenants who has similar stories. All hard working family's with good credit that were just trying to get by. The particular house I lived in was old, not taken care of when I moved in. The yard was filthy, hoses and trash strewn about, 2x4's and logs laying in the middle of the yard, fences falling down, spider webs everywhere, I had to clean the house before we put anything away. I noted this on my move in inspection which they claim they never received. No matter because they ignored all correspondence i sent them regarding the cleaning procedure before i moved out anyway. What they do is deny you the ability to have someone present for a pre-moveout walk through. They will put you off and tell you nobody is available so then when it becomes too late and you have moved out, they can go right in and start bilking your deposit, charging you for things like tightening handles on cupboards, straightening a slat on the blinds, "that one really cracks me up, can you imaging the worker they higher reaching over and straightening a slat on a blind, what did that take a whole second? Yep better charge an hour on that. They create generic cleaning invoices made out to these fake companies that show ridiculous amounts of labor to do tasks that in no way shape or form are the Tenants responsibility. They charged me for re-caulking the bathtub, blowing leaves off of the roof. They charged me for repainting the entire outside of the house. Please keep in mind my girlfriend and I took 4 days off of work to clean this house from top to bottom inside and out. That's 2 people, 4 days, 8 hrs a day. Everything that we did, we were charged again for two different companies to come in and do again. I have two invoices from two different companies that charged for cleaning and straightening blinds, and oiling the window tracks. I have rented over a dozen different houses in 4 different cities and I have never in my life seen anything like this. These people have no conscience and incredible balls to do this to people blatantly and then decide they just aren't going to talk to you about it. Oh did I mention if you have a complaint about your deposit, they will not listen to it verbally you have to submit it in writing. They figure most people won't do this which gives them an even better chance of keeping the stolen funds. They charged me for 8 hrs of yard work in a yard that was a piece of crap to begin with, but never the less it was completely mowed, straightened, weed wacked and trimmed when we left. Oh yah don't forget the intense labor it took to replace the light bulb over the dryer.
