Charges Applied To Me After Moving Out Of Apartment Complex

I asked to break my lease due to an illness that I have that causes me not to be able to walk up and down stairs which got worse as I lived at this complex. I gave management my doctors note and was approved to move out. I was charged what was supposed to be a final bill for utilities of $28.00 which I paid. I asked management if that was all that I owed and she said yes. She and I talked brieftly in front of her office on the ground (because I couldn't climb all of the stairs to get to her office) and we discussed some personal things and during the conversation I told her that when I move out that my carpet would have to be replaced due to the holes underneath the carpet that I felt when walking and some urine damage from my dog. The holes from the floor or the carpet pad whichever it was had to be fixed. I wrote that in my entrance inspection letter when I first moved in. I thought we both understood that. I mentioned to her that the $200.00 pet fee should take care of any damage that my dog did and she said that the $200.00 deposit was to allow me to have a pet not for any damges that may occur by me having a pet. I mentioned that I was paying the monthly fee of $18.00 for the dog a month also. She said that was company policy. I said okay. Well, I moved out after cleaning my apartment from top to bottom cleaning everything that they asked and required. I thought that I was done with everything except paying for the carpet damage that I would be charged. My move out date was March 31. I received my statement from Crosswinds on April 15. I was shocked to see that I was being charged for utilities that was in the amount of $48.09. I was also charged $15.00 for a mini blind that should have cost $4.00 from the quality of it but I didn't complain about that. My complaint is for the utilities that I had been told was all I owed when I paid the $28.00. I called and asked the manager why I had that charge and she told me that when I moved in back in August of 09, they didn't bill me for the first two months and those charges are for the arreares. I am asking why was I billed for utilites every month plus the rent and was not told about an arreares until I moved out. This sounds a little made up to me. When I asked the manager about it she said and I quote" It is what it is". Looking on the internet at the reviews for this complex I see that most of the tenants have had complaints about how these people over charge for things that they shouldn't. It is very easy to get into this complex but you have to pay a huge amount of money to get out. I was told that I would be turned over to collection within 30 days if I didn't pay this bill and I told her that was fine. It is not only about the money in this issue, it is the principle. Someone has to stand up to these people or they will continue to take advantage of tenants that just are not aware of what they need to do to get action. Most of these tenants are college students and some married couples. Also there are a few seniors living there that oversee what the other tenants are doing. I paid $200.00 for admend fees and I couldn't even get to some of the amenities due to no handicap feautures or facilities. I paid $200.00 pet fee that was none refundable. I paid $18.00 a month pet fee a month. I paid rent with whatever they charged for utilities without ever seeing a meter reading or whatever. I paid $150.00 deposit to rent the place. A lot of money already spent for a two bedroom apartment that was not up to code for handicap people. There is a handicap parking space here and there but no ramps to get to the business office. They have a little buzzer at the bottom of the stairs so that someone can come down to see what you need. I think that someone need to be aware of this place and look into how it is run. There are a lot of things that go on behind the scenes to run this place and the tenants have to pay for it. Everyone there pays a different amount even with the same type of floorplan. They always have a way of explaining why something is charged and none of it makes sense. I would like them to take the charge of $48.09 off of my bill and to reconsider the blinds fee. The quality of the things used in this complex is not worth what they charge to replace them. I just want some of these fees taken off my last bill. To replace the carpet I am being charged $248.16 and $144.95 for floor sealed. What is this? Like I said, I complained about the floor when I moved in and nothing was done about that but now they want me to be responsible totally for a carpet that has urine stains that will have to come up even though they have to fix that floor underneath. I don't mind paying some of it but my dog didn't damage the whole place.
