Ripoff, legal entry into a main street from a side street, legal, except galveston

A city of 50,000 with 10 police cars on duty, had 9 of them ripping off visitors on a road to the state ferry.
From a side street to enter a road, you would pull out to the median, wait for traffic to slow, then turn left or right and proceed.

Galveston made this illegal, then put their entire police department patrolling 1/8 mile of the ferry road where side streets enter the main road, and where the line was heavy due to the waiting for the next ferry boat. They stopped their police car to let me pull from the side street, to the median on the main road, and did not do anything until I was turning left, at which time they turned on their lights.

This is a major example of fraud by their police department, which would hjave to include all chaion of command.
