Sumeer Homes began the community of Parkwood Ranch in Sachse. They told the homebuyers that the Homeowners Association would not be formed and the homeowners would not have to pay dues until the ammenity center (pool) was completed.
IF YOU ARE CONSIDERING BUYING A SUMEER HOME AND THEY TELL YOU THAT THE HOA DUES WILL NOT BE IN EFFECT IMMEDIATELY, MAKE AN AMENDMENT ON THE CONTRACT AND MAKE THE BUILDER SIGN IT. THEY MAY ACTIVATE THAT HOA AND CHARGE YOU THOSE DUES BEFORE THEY FINISH OUT THE PROMISED AMMENITIES!
They activated the Homeowners association without having even started phase II; there aren't even any streets yet and of course no pool. They formed the HOA board out of the builder, Suresh Shirdharani, his family member C. Starr Shirdharani, and an employee, Lisa Rocha (a.K. A Lisa Newton). They used Ms. Rocha's home as the mailing address and a gmail email address so the homeowners would not know that the monies were actually being collected by the builder and not the homeowners.
The builder's employee Ms. Rocha went on to tell the homeowners that not only were they going to collect the $280 per year per household without an ammenity center, but when they did complete the ammenity center, the dues would go up! A homeowner was told by Ms. Rocha that they needed the HOA money to build the ammenity center!
As of this date, Sumeer Homes has discontinued building homes in the Parkwood Ranch subdivision in Sachse but is collecting HOA dues from its homeowners.
