Mrs. Brunell,

I suppose I should thank you for finally sending me an updated copy of the Palm Beach County Merit System Rules and Regulations. However, as you know, I had to contact you several times along with numerous unanswered calls both to you and the deceptive Karen Thompson. If you had not received prodding from the County Attorney's office, you may still be skirting your duties. As director of Personnel you should be just a tad more professional.

I find it amusing that after I contacted one of the County Commissioners about you several weeks ago, I received the same Merit System Rules and Regulations packet from another department within the County. It was delivered within 48 hours with no fees, no hassles and only one phone call. The woman was professional, courteous and efficientunlike yourself and Mrs. Thompson. This brings me to several rules that you and your comrads use to punish others, however, these same rules can be applied to you just as harshly...

Employees are expected to perform work assignments within the scope of their jobs. Refusal to perform assigned work or to follow reasonable directives and defiance, contempt, or antagonism to supervision shall be considered insubordination.

It never ceases to amaze me as to what extent you and our cronies will go, while flaunting your authority. It obvious that you two clowns were in collusion to deny me access to public records. This is in direct violation of county policy.

Employees are expected to conduct themselves in an appropriate and professional manner while on duty. Conduct unbecoming a public employee will not be tolerated. Such conduct includes actions which reflect unfavorably on the efficiency of the County, cause embarrassment or are damaging to the reputation of the County.

Secondly, in reference to the Master Gardener program, Mr. Schall, with the guidance of Clayton Hutchinson and Bradley Merryman, is trying to cover up several incidents of Sexual Harassment, and Violence in the workplace by pretending they never happened. Additionally, both you and Thompson dismissed my claims as invalid because I am not an employee. However, nowhere in the Merit System does it differentiate between employees and volunteers. Furthermore, I would think that an incident of a PB County/UF employee punching a Master Gardener volunteer is serious and should not be covered up.

No employee shall knowingly omit information or submit inaccurate or untruthful information for, or on, any administrative or departmental record, report or document. Falsification of employment, payroll or leave records constitutes cause for dismissal.

It's obvious that the Palm Beach County Government goes through a great deal of trouble to train their employees in the delicate art of lies, deception, collusion and most importantly fraud.

Employees are expected to comply with all Federal, State, Local, and Palm Beach County rules, regulations and procedures.

Obvious Breaches of the Disciplinary Guidelines;

Failure to perform assigned duties...
Dishonesty.
Negligence.
Insubordination
Fighting or Violence.
Use of threats, intimidation, harassment or verbal abuse...
Engaging in concerted activity to commit an offense...
Committing any offense while supervising other employees...
Conduct unbecoming a public employee...
Failure to perform assigned duties...
Use of threats, intimidation, harassment or verbal abuse...
Use of Corporal Punishment, Mistreatment...
Unethical Conduct.
Falsification of Records.
Violations of Rules Regulations or Policies

As you know, I'm very familiar with your double standards, sleazy business practices and fraud. So needless to say, I will be contacting an assorted array of individuals, informing them about the steady stream of corruption within the government of Palm Beach County.
