Palm Beach County has another scam by their managers.
Patricia Brock, Vince Munn, Patrick Lyles are water plant supervisors for Palm Beach County water utilities. Patricia Brock, Vince Munn, Patrick Lyles are also the majority on the board of directors of the Florida Water and Pollution Control
Operators Association (FWPCOA). The FWPCOA is supposed to be a non-profit group to assist people in the water field. They get paid by Palm Beach County to give classes to their water workers.
Palm Beach County water utilities pays the Region 6 FWPCOA for educational classes for water operators for training and continuing educational units (ceus) for the water plant operators that work for the county and who they oversee. The FWPCOA is supposed to be a non-profit group.
Many members of this non profit group have indicated that they want an audit of the books of the FWPCOA Region 6 group that they are members of and pay dues to.
Per IRS regulations a non profit that is a members group is supposed to have an INDEPENDENT audit when the members want one. The managers of Palm Beach County refuse to allow the financial records of the water group that they control to be looked at.
We pay our dues to the FWPCOA Region six and the same board of directors get elected year after year after year. The Florida Water and Pollution Control Operators Association is supposed to be for the members and not the enrichment of its board of directors who all work for Palm Beach County Water Utilities and get checks from their employer via this non profit.
These managers for Palm Beach County tell their subordinate workers to go to the meetings and then they watch them vote in open elections. There are no secret ballots so the managers of Palm Beach County knows who of their employees votes for what.
We want an INDEPENDENT audit of the books of Region six or Region 6 FW&PCOA done by a professional CPA auditor. The so called "ethics board" of Palm Beach County covers this up claiming they have no "jurisdiction". They have no jurisdiction over County managers and county money paid for classes?
We have tried to get the FWPCOA region six (6) board to give us an accounting of the financial records and they refuse to do so. The FWPCOA board has control over the money they collect from Palm Beach County for education. Every election these
Palm Beach County supervisors pack the room with people, who they supervise, for the open elections by hand. No secret ballots are used so the county supervisors know who the Palm Beach county employees who work under them vote
for.
The Palm Beach County Water supervisors have served on the FWPCOA board playing musical chairs for many years since there are term limits for certain board positions. So this way the vice chair becomes chair and chair can move to director and director can move to vice chair.
Power of the board never leaves the hands of these Palm Beach County employees. Since we can not get the FWPCOA Region 6 six board to open the books for us it seems suspicious and the potential for abuse is large. This seems like a major
conflict of interest with Palm Beach County Water Utilities.
The managers of Palm Beach County collect money from their employer for their employees education and they have a slush fund that they control. No one is allowed to see it but them.
Maybe the local news media needs to pick up on this story.
