Holds MY money for needed health products HOSTAGE, fails to follow their own rules on Purchasing Products

PPL is the Fiscal Management Company for the MiVia Program, which pays for attendants and health needs for Disabled and Elderly participants. After much wrangling, I managed to have just over $4600 allocated for my health products, to help cleanse my severely impacted bowels and naturally dissolve my 7mm Kidney Stone, which has been causing me to go into Autonomic Dysreflexia, a potentially deadly condition that we paraplegics face with plugged up urinary tracts (which is the case here) or plugged up bowels (a contributing factor) or skin breakdown, aka Bedsores.

I was doing all I was required to do by the PPL paperwork, but they began adding "Hoops" to jump through, and said I MUST obtain W-9 info from ALL vendors, including their TINs. This is all but impossible, and knocked out of contention the best vendors, causing me to have to overspend as many government programs do for no reason. I just made a purchase on March 30 WITHOUT any of this information asked for, and that vendor is now on PPL's Vendor list, proving ALL These new hoops are unnecessary, and NONE are required by ANY of the information packets I've been provided, including the Payment Request Form; again, none of this information they now are demanding is required in ANY paperwork they are willing to provide.

In fact, the W-9 Packet explicitly says it is NOT needed for most purchases. I also lost nearly $2,000 that was to be re-allocated for these health products, allowing me a special mattress to stop bedsores I am prone to and other needed items. I am clearly being singled out and discriminated in this matter, for reasons unknown. Even the NM Governor's Constituent Services person, Peter Phipps, has been unable or unwilling to help. He stated he let the Dept. Of Health and the Human Services Depts. Know of my plight and to expect them to contact me within the week. This has not happened for a month now. I know this is not the ordinary usacomplaints.com, but I've tried EVERY State advocate group that I know of that's Supposed to help me with such matters, to no avail. Please help me!!
