Funds Held and Account Limited Until ID Is Sent

I got an email from eBay and Pay stating I made a sale, but PayPal wouldn't give me the funds until I confirmed the shipping #. Once I confirmed the #, the funds never did exist!!! And now my PayPal is limited until I send them my ID and proof of address. I don't trust giving any info, as I don't know who I'm dealing with.
