Strong Foul Smell from Cows Pasturing in Adjacent Land

The ACWD has allowed cows to graze in a property adjacent to my house. The odor coming from a couple dozen cows grazing in that property nearby my house is just so overwhelming that it's hard to breathe outside my house. Besides the strong cow and cow dung smell, they make a lot of noise early in the morning and even through the night. Can you point me where I can file a formal complaint regarding this issue?
