Hector Leonel Picart is a skilled con man. He suffers with Tourette's Syndrome, which he uses whenever he thinks it will secure him some emotional advantage. This man and his mother and girlfriends purport to be providers of court services, investigative services, asset recovery services (he'll recover your assets all right—and put them in his pocket!), paralegal services, document preparation services, "end-to-end business solutions" and the like.in truth, Mr. Picart has just been released from prison, where, as a two-strike offender, he served a long sentence for defrauding an old man. Posing as a mortgage broker, he acquired a check from the victim in the amount of 18.5K which was supposed to be a down payment on a home. The poor man never saw his money again.

Hector has also threatened many people. One of the crimes for which he served his most recent sentence included terrorist threats.
