We posted a project at freelance.com for a software tool to be created for our campaign.
This guys anuraagyadav answered our posting with an agreement of paying a down payment of 50% which is equivalent to $300 which was paid last June 28.
The project was supposed to be delivered within 2 weeks as agreed by both parties. After 2 weeks, I contacted the guy and told us that he's improving the software very well so that we wont have any problem in using it.
After a month, we talk again, and again and again. Later did we know that this guy is only making conversation to us just to make us believe that he is on top of the project but the truth is he is not working on it.
When I ask to deliver the exe file, he send a file of "0" bytes which I refuse to accept because I already felt something wrong with him.
Until now we have not received the software from because he wants us to pay the balance which I refuse too unless I see the software in action. He cant even make a video showing us the software in action.
This guys bullying our project.

8/3 18:46 PDT - Buyer: This transaction is supposed to be a down payment of software tool that will be created for our project. The creation should be delivered 2 weeks after the date of this payment. But its been a month and we have not received delivery of the software. I been contacting the seller regarding the issue but he keeps on making conversations just to make us believe that he truly is making the software. Based on the dispute we have on paypal (hope you can read those), we can clearly understand that his a a fraud because his reason for not delivering the tool is not concrete. What we wanted here is just to retrieve the money that we had paid for.
8/3 18:39 PDT - Buyer: Dont fool me, we have lots of people creating videos showing their scraping method. This is supposed to be not difficult what makes it difficult is that you dont have the tool created. You were bullying our project. Too bad were one of your victims. We were just too soft I guess. Sending the video and the exe is a very simple thing which even a grade school could do.
8/2 20:23 PDT - Seller: i have sent you the exe and can also send u the documenation but it is difficult to upload the video as data scraping is not a legal work and can put me in trouble.
8/2 16:56 PDT - Buyer: make a video showing that you run the tool for a few minutes and show us the test results.
