Lied about their "free" credit reports, and claimed it was needed for verification purposes

I was filling out an online form for food stamp assistance, when the form for a credit background report came on the screen. The bubble on the screen assured me that I would not be charged, but that the report was merely to verify my identity, and age. I continued to fill out my online food stamp application, to later find out that Profinity Credit still charged my account. I asked for an immediate refund, and they are claiming they cannot return the funds for 7-10 business days, although both representatives verified that I never viewed a credit report. I have been unable to speak with a company supervisor, and both representatives disconnected my call when I demanded an answer as to why it will take 7-10 business days to process my refund, when I never viewed a credit report in the first place, and even asked why it takes that long when they took the funds right away, no receipt was sent, and absolutely no window stating a purchase requirement. Again the bubbles said it is always free for specified users. I was only online filling out an application for food assistance with the department of jobs and family services of Cuyahoga County Cleveland Ohio.
