Consumer Report

I was surfing the web when my sceen went suddenly blank for a second. It then through up a report that I was in violation of FBI law Article 1 Section 8, and that i had 72 hours to pay $200 using money pack. I stupidly complied, and that was 4 days ago. My computer wil still not unlock. If anybody nows how to get past this, please let me know...
