I've been a victim of US Postal employee mail fraud conspiracy. Postal employee's forged, fabricated and back-dated US Postal Certified Mail, to aid a banker at Concordia Bank & Trust; Phillip Cutrer, and an Atty; David Wilkerson, all from Woodville, Ms. This fradulent certified mail tracking number is: 7008-0500-0000-9931-7030.
I reported this crime to the US Postal Inspectors Division, on or about 9, and was given a criminal complaint number: C-GFB-013-S1275814-C1555057, on or about, 2-15.
Although the US Postal Service is aware that its employee's are using US Mail material for organized crime, as of yet, nearly two years later; they have thus far, refused to act.
Because they have somehow chosen to ignore this crime; now my mail is being opened and possibly intercepted. Some of the opened letters are stamped, "Received Unsealed".in addition, i'm now being harassed by the Woodville, Postmaster. He is demanding that I report, in person, to that branch and fill out a PS FORM 1093. Or, according to the notices, my box services will be terminated on, 6-30. The notices continue to be left in my box despite the fact that I updated this information online, via the USPS' website, on 12-15 @approx 6:44pm. Through my own investigating, i've been able to indisputably prove that the forgery part of the crime was committed by my 'then' and 'now' mail carrier. The biggest unexplainable part: Certified mail can only be purchased in the lobby of the Post Office, and my mail carrier has NEVER WORKED in the lobby of the Woodville, Ms post office! Even if he ever (HAD WORKED) in the lobby, it still cannot be explained, how the mail carriers handwriting appears in the "Signature Area" of the receipt. (The area where, I, the "Recipient", should have signed). A mail carriers duty, where certified mail is concerned; To only ensure its proper & correct delivery, and witness the (Receiver) signing for the Certified mail item.
I have reported this crime to EVERY level of authority, at my disposal, and none have been willing to aid or assist.
I suspect there are several reasons for their refusal to become involved: 1) Everyone wants to avoid the Postal Services' financial liability associated with their employee's gross criminal misconduct. 2) The accused all share a close business and personal relationship with a Federal Judge which also resides in Woodville; Federal Judge David Bramlette. Mr Bramlette's involvement is two-fold; He sits on the board at Concordia Bank & Trust, and is a major investor there as well. And, Mr Bramlette also owns the property in which the Woodville Post office sits. It would only seem logical to assume that he would utilize every tool at his disposal to protect his own financial interests, and protect his friends and their families from the public embarrassment of arrest, and financial hardships associated with job loss?
But who is going to protect me & my family, and help replace what was stolen & lost to these small town, white-collar criminals? Criminals who all, by the way, just happen to hold, positions of trust. How can someone take back the great public embarrassment my family suffered by being evicted from our home-with 3 small children in tow - by the Sheriff's Office?
How can the US Postal Service and its Authority sit idly by and ignore the fact that small town businessmen have found a way to fabricate a legal document, then use it for their own benefit. And more importantly, ignore the fact that a supposedly secure Federal Agency, has been inflitrated by small town crooks?
How can the postal service continue to, knowingly allow corrupt employee's to remain with a Government Agency? An Agency which claims to uphold the highest standards of integrity for each employee. How can the Postal Service continue to fool the general public into believing that (Certified Mail) is infallible? The Us Postal Authorities, and many other Federal Agencies ignore this crime as if were a simple traffic ciatation. (That infraction generates funds, so I guess that was a poor example)... Yes, i'm being sarcastic...
The banker and atty went desperately scrambling to the Woodville Post Office employee's for much needed proof to dispute allegations i made to the Office Of Financial Institutions, Baton Rouge, La. I had complained that the bank and atty had wrongly & maliciously deceived my family into believing that my elderly parents could re-purchase our foreclosed home back from Concordia Bank. A home we didn't even realize we had lost to forelosure, until three weeks afterwards, when we arrive home one afternoon to discover that Phillip Cutrer had placed a for sale sign in our lawn.
We alleged that the foreclosure was retaliation, & immediately started a day after I faxed Phillip Cutrer a request to modify our mortgage loan using the 'Making Homes Affordable Act'.
We further claimed that our loan payment was actually only one payment due, but 10 days past its due date when the forclosure began.By having the postal employee's fabricate a certified mail receipt; the atty was able to present fabricated proof that the loan was 4 complete payments in default when I faxed in the request. The fabricated Certified mail was supposedly used as a 30 day notice of default. The atty made it appear that the foreclosure had long been in progress, they claimed since 6-5-09.
Strangely though, when atty Wilkerson presented his response, that response showed a completely different copy of the certified mail receipt, but they both bore the exact same tracking number? How could that be possible? But lets keep in mind that, regardless to what (version) atty Wilkerson presented as evidence; the only (version) that really mattered, is what appears the Postal Services' archives. Whatever appears in the USPS' archives, is supposed to be the (real & correct copy). And wouldn't you know it; the (version) appearing in the USPS' archives, contains the mail carriers handwriting, signature & all!!! I was able to obtain several samples of (his) handwriting, by way of, Missed Mail Delivery notices. And only postal employee's are supposed to be in possession of these notices.
Why didn't atty Wilkerson provide the (version) of the receipt to the OOFI during their inquiry? Ironically, atty Wilkerson's very first piece of supporting evidence, in his response to my complaint, was the fabricated, Certified Mail Receipt.
For the nearly 5 months my family was being deceived by Concordia Bank & atty Wilkerson, were were manipulated into spending thousands repairing a home we though we were saving. And that doesn't include the 5000 in earnest money that Phillip Cutrer demanded we pay the bank, in cash, prior to their pretended to allow my parents to make the purchase.
At least the OOFI's inquiry frightened the Bank into returning that money. And, they had the (MERCY) to not list the foreclosure on our credit report. This allowed my family to purchase another home in our names, without the help of others.
But there was a very great casuality of this war; My father, and love of my life, Walter Johnson. Prior to undertaking this impossible task; my Dad, although 73 years old, worked 7 days a week, every week, at the same job he held as a forklift driver. After being constantly jerked around, and having every effort undermined by Phillip Cutrer, suddenly my Dad's health began to fail and he died, without warning. He already had poor health before his attempts, and the prolonged stress & strain of seemingly being unable to save his child's home, proved to be to much for a man already in delicate health. This is why I relentlessly continue to fight-
(That was the 'ONE' thing I could not accept losing).
Because of the intense political nature of my complaint, I have been unable to find an atty willing to take my case, despite the overwhelming evidence, in which I posess.
