High bills and payment arrangements

Ive been in this 2 bedroom apt. For 8 months now, moved out of a 4br house, and since ive been here my bills have been high $500, $400, $300 etc. The lowest bill ive had is 142.00 and that is still high since noone is never home, they say nothing is wrong the meter is right, so i keep on having to get extensions around other bills, right now im asking for a week to pay the bill and there telling me they cant do it, Ive spoke to supervisors and managers, so basically we will be in the dark in a couple days if i dont pay. After speaking with the supervisor I asked to speak to a manager, she said none was available, they were all out of town in a meeting, i kept saying there has to be somebody else there, so after about 15 to 20 minutes of going back and forth she said a manager just walked in, I forgot she was available, so this manager Christina told me the same thing. All I know is im gonna look for me another place to stay thats not in the moreno valley utility area, because i hate there service, I've never had this issue with any other company, i've been on my own since I was 18 years of age, paying my own bills and this is the first time i wasnt able to get an extension, if I have it I pay it, but times are real hard right now. I spoke with Laverne which is the Supervisor then Christina which is the Manager.
