The previous poster is not a kook or a liar. I am a professional single woman that lived in one of M. Piazza buildings for a year. He does rent commercial spaces to residential tenants, encouraging them to install bathroom and kitchens so they can live in the spaces. He offers perks like parking and storage in order to induce you to sign, then a few months in tries to send you bills for services that he said were included. I found out quickly that the more responsible a tenant you appeared (ie - paying rent on time) the more he tries to extort extras from you, even having the audacity the try and add retroactive months to the bills. I basically told him to shove it and to stop sending me bills via email.
In the meantime, the building have very high turnover with questionable characters being the only tenants that stay. I lived on one floor with people that didn't bathe - making the elevator an unbearable ordeal, and people who apparently thought walking their pets was not a top priority. Dog urine in the elevators (or was it human?) and the increasing odor on that floor made me leave what was otherwise a great open space.
Additional, he lies about the cost of heating and cooling - saying it's about $200 a month - in reality - if the AC is not left on, the thermal gain from those 10' windows drive the temp inside to over 95, and heating is impossible. One of my rooms, I just abandoned in the winter - no amount of heat could keep it warm. Another commercial tenant left for the same reason - he averaged $600/month in heating and cooling bills. Security is non-existent, the front door is either propped open by tenants or the latch is broken and doesn't close. I've been told that this guy has many political friends and that's perhaps this is why no one investigates his building.
He was inconsistent in his management practices, often seeming to completely forget conversations or agreements from day to day. I don't think he has a drug issue - I think in fact that he suffers from lack of appropriate medication. I advise everyone to stay away. If you want a peaceful, safe, comfortable place to live - look elsewhere. If however, you're a deadbeat, you'll be welcome with open arms.
