Wanted 37 dollars for 10,000 dollars of credit

I received a letter from this company. They wanted 37.00 dollars for 10,000 dollars credit. Credit to be used at uwcs??? Heard this was a ripoff. Need you to look into it. Was going to send in the 37 bucks, but read it was ripoff??? Please look into this, if i was going to do it, im sure they got alot 37 bucks off alot of people!!! Trying to rip off gm employees possibly???
