Unable to get refund

Ordered an $820.00 piece of jewelry in July; paid immediatedly and still no receipt of same. Have spoken with Customer Service 5 times, each time told a refund is coming by "week's end." Have sent a certified letter threatening legal action - still no response. What does a consumer have to do to make this right??
