Award Payment Data Release Div. Rip off, Want's 19.99, Claims i will get 1,400, 00.00

I received a letter in the mail today 12/10 Stating that if i send 19.99 By check, cash or money order and complete the award payment date release division form i will be awarded 1,400, 000.00. There is NO phone number on this paper, PLUS it is to be sent to a PO box. Which is PO BOX 433 Plainview, Ny 11803-0433... I have searched his name and the D.R. D and everything comes up RIP OFFDO NOT SEND THEM ANY MONEY!!
