Shawn Williams claims to live at 3778 Woody Hill Dr., Lithonia, GA 30038. He told me my roof on my rental property in Columbia SC needed to be replaced because of all the storms that had passed through SC and he could do it for $3900.00. I told him if he could replace my roof and put up a fence around my home in Augusta GA for the $3974.00 cash he had a deal. He agreed, and on 17 Oct 11 we met at 0630 at the Waffle house off I-20 exit 190. We agreed in writing that I would give him $1987.00 to do the roof and $1987.00 to do the fence. So I gave him $1987.00 and he went to Columbia SC to replace my roof. After a week he finally finished the roof, but all he did was patch the roof around the edge with new shingles to give the appearance of being replaced, however, he failed to trim the shingles so they would not overlap over the edge of the roof (looks sloppy). I live in Augusta GA and my tenant told me how sloppy it looked. I consulted Shawn and he assured me his people would go back to my rental property and trim the shingles (that did not get done). On 24 Oct he came to my home to begin putting up the fence. I pointed out my neighbor’s fence which is a shadow box fence and told Shawn that was the type of fence I wanted around my house to bring up the value. He agreed he could do it.initially, I gave Shawn $487.00 to get started and I went to work thinking I would see some progress when I got home around 4:30pm. However, that was not the case nothing was done when I got home but a few supplies (pieces of wood and poles) were in my yard. I asked why had he not started and he said it took him all day getting the supplies (21 poles, 7 bags of cement, nails, 17 pickets) in his van while at Lowes and later in my yard. He told me he was getting a room and would start early the next morning. 25 Oct Shawn shows up and begins to dig uneven holes in my yard and poring cement in the holes to hold the green looking poles while allowing my water to run constantly. It took him all day to do less than half of my yard. He told me he was staying over another night and would get the fence finished for sure Wednesday but he needs more money to get more supplies. I was hesitant but did not listen to my instincts and I gave him $600 more dollars to get more supplies. When I came home all the green looking poles were up but not straight and I expressed to him I was not happy. I asked where the shadow boxes were and he said he was building a picket fence. I disagreed and reminded him by pointed out my neighbor’s fence again that I wanted a shadow box fence. He pretended to be confused by saying he thought I meant I wanted a wood fence and assured me he would get it corrected on Thursday. I told him to take down what he had done, return it to Lowes and to get the shadow box panels. He said he would have to look around because Lowes did not sale shadow box panels and Home depot was very high. He said he done business with several warehouses in Atlanta and could get a deal on the shadow box panels there. We agreed he would go to the warehouse and talk to them and call me once he worked out a deal. He did not call. I then got a contractor to come out and give me an estimate while the poles he cemented into holes in the ground around my yard were still there and was told by the contractor the poles were not new and were in fact (scrap wood) that was probably stolen. I became furious; I called Shawn and inquired as to why he did not call me like he said he would. He said he was getting ready too... Lol. On 31 Oct I informed Shawn I decided to kill the deal and would like my money back. He said he had spent it all on supplies. I asked where the supplies and the receipts were. He said he spent some on his hotel accommodation which we "HAD NOT" agreed on. I expressed my disappointment and reminded him that paying for his accommodations was not in our agreement and I wanted my money back. He said he had to be at the courthouse all day on 31 Oct and he asked if I could wait until Friday when his wife was off work and he would bring the receipts and the money. He said he would call me Thursday (3 Nov) and confirm the times. I thought he was buying time to scam someone else in order to give me my money, so I agreed. I did not hear from him Thursday so I called him (no answer). I also called Friday morning (no answer). Can you help me?
