Fraud and stealing does not mention it

I have payed 49.90 USD for a service which was not provided.

I asked for a refund as they mentioned that if the refund is requested in the first 7 days a full refund will be made.

I requested the refund at less than 24h after making the purchase.

A named Heather Johnson keeps replying with instructions on how to exactly use the site and alternatives for the site and other sotware to download, which I have not requested not do I wish.
