Go Phone ATT - Go Phone

I am on a prepaid plan with AT&T for a couple years now. Just decided to recently to upgrade my phone so I thought I would get one that could receive TV. Today when I tried to order Mobile TV on my new phone, I learned I can purchase the high dollar phones for all the perks, but unless I agree to sign a contract (even though there is plenty of money in my prepaid account to cover the price of TV) I can not get all the extras. Makes no sense to me...
