We make several trips past this place of residence. Each and every time this dog and been chained up with a chain at least 10 feet long. Housing may be under a trailer or some sort. Unable to see feed or water. It is my understanding any animal can not be chained for a certain amount of time. This is a working dog not one who will sit in the same spot for hours. I am hoping that with your guidence you can tell them which is the proper way to have a so called "Guard Dog" He sits in the cold and sits in the sun, from what we are able to tell.
