More minute in Bill / Free minute not available

I call long distance from my cell phone. Statement shows more minute then my cell phone air time used. Even from home phone shows more minute. If you compare two call: Example 12/12/10 8:00 call duration 30 min and next call shows start 8:15. I don't know, Is it mistake or cheating? If you know can you please guide me how I can solve? Or How I can reach to ombudsman? Thanks
