Illing errors and customer service

First I would like to start by stating the fact I am being charged $7.00 for customer service every billing cycle, but I can never speak with an agent! The last statement I received had a balance I called and the agent I spoke with, Aries, told me my baalnce was even higher then the bill i had in my hand, I told her ok send me a new one she then told me how much it was. I have just noe received the new bill a month in half after she sent it. And this bill is even higher than what she said it was! How does my water bill jump $500 in two months??? Is this even possible? I need someone to contact me I will be taking futher action on this matter it is not the first time for this.
