Scott Butler and "Kinky" Ken Simmons came to an agrement over Scott's attempt to have a sex change operation paid for with City Funds. Kenny Boy told Butler that if he dropped his request to get a sex change operation, HACLA would buy Scott a new toy. Well Scott then went out and put in a purchase order for a 2010 Dodge Charger STX police interceptor with a price tag of $49,890!!! He then added a request for some machine guns for his SWAT team. The only problem is - there IS no SWAT team at HACLA.in fact there isnt much of anything at HACLA in the way of security other than the hidden cameras Scott had installed in the men's rooms to monitor alledged perverted sex acts. Sanford Riggs is so upset over the cameras that he now will only use the restroom at the Silver Platter bar across the street from HACLA Headquarters.
When the request came across Rudy Montiel's desk, he came unglued and demanded to know from Ken Simmons what the hell was going on with Butler's requests.
