Ignite Delinquint in providing a Letter of Credit to switch service

I requested a Letter of Credit to be faxed to me on January 25 as I need to switch providers and to waive the deposit, a Letter of Credit is required. It is now February 18 and I have not received this letter. I have called over and over to get a reply that "We will fax it to you sometime today". I demanded they fax while I was on the phone to see what the problem was as I know I don't have a problem with my company fax machine. They told me that is not possible. My conversation today started with Rachel, as she could not help, I asked for her supervisor. I was then in contact with Edgar, same results. I asked to talk to his supervisor and was put in touch with Omar. Same results. I demanded to talk to his supervisor and he told me he could not do that.

My contract with Stream Energy expired February 13 and I want to switch my provider. I am at this point believing that this letter does not exist. I am unhappy with this situation and have reported them to the P.U.C. Of Texas but this is going to take up to 21 days. Anybody out there have this problem? How did you get it resolved?
