Not refunding my payment even after refusing services

This is a tax services company. I knew about them before. I filed
through them once. This is 2nd time. They claimed that my tax refunds
would be $2127, and I paid an amount of $194.5 for processing. After
receiving the amount, they said I could get only $1205. Now I said I'm
feeling cheated, and requested for my payment back. Now they're not
responding to my emails, customer care representatives says some one
would call me back but none of them call me back. I feel like I lost
this amount. They're not paying me back my money.
