Said I won 1,400, 000.00. Need to complete form and send 19.99 for Award Payemnt Data Release fee Tried to get 19.99 for a release fee

I received in the mail a letter telling me—YOU-are Known HOLDER of IDENTIFICATION N0.2222015758 FILED IN OUR MAIN OFFICE FOR THE AWARD PAYMENT REPORT. 1,400, 000.00 is the amount they said I would receive. This right from the letter—
Your Attached Document is expected in our office and when received by us, goes into direct effect. The Award Payment Data that is Confirmed for You shall be released as soon as we receive Your Completed Document, so please do so within the next 10 days being sure to enclose the Award Payment Data Release fee of just the $19.99, this is the only fee.
On the back of the first page there is a Consumer Information Paragraph that says "By responding to our offer you are purchasing a sweepstakes Report, updated biweekly.information provided in said Report includes entry procedures, prize awards and deadlines for various sweepstakes &/or contests.
There is much more on this page but you get the idea.
They tried to take me for 19.99.
