Prepaid Visa Bought With $745 Cash Could Not Be Activated

I bought a Card a prepaid Visa Card at WalMart, now I can't activate the card and they will not refund the money, until 3 business days, and then by check. I paid them cash. It was all my money $745.00, so I can't pay my car payment which is over due and can't buy groceries, and there is no one I can talk to about it, nor can I even find out what the problem was.
